Village of Forest Hills Council Meeting

  1. Call to order: at 7:00pm Mayor Almond called the meeting to order. 

     2.  Announcements:

Reminder – Please silence cell phones for meeting. 

     3.  Approval of Agenda: Councilmember Shields made a motion to approve the agenda, Councilmember Ingersoll seconded the motion, unanimously approved. 

     4.  Approval of Meeting Minutes for October 01, 2024, Regular Council Meeting:(All meeting minutes are posted on the Forest Hills website once approved.) Councilmember Shields made a motion to approve the meeting minutes for October 01, 2024, Councilmember Ingersoll seconded the motion, unanimously approved. 

     5.  Acceptance of Financial Report & Checklist for the month of October 2024: (All financial reports are posted on the Forest Hills website once approved.) Councilmember Ingersoll made a motion to approve the financial reports, Councilmember Shields seconded the motion, unanimously approved.

     6.  Public Comment:  None

     7.  TWSA – Daniel Manring:  Mr. Manring provided an overview of Tuckaseigee Water & Sewer Authority, it created in 1992 when the County of Jackson and the Towns of Dillsboro, Sylva and Webster consolidated their water and wastewater utilities. The Tuckaseigee Water and Sewer Authority is dedicated to the delivery of water and wastewater services to the Citizens of Jackson County in the most efficient manner possible while protecting water quality and preparing for the future.  Mr. Manring shared the services that TWSA provides and the service areas covered. 

Councilmembers asked about the potential of Forest Hills residents that did not currently have sewer being able to get service and he noted that areas that were not currently hooked up would have to have connection or have failed service systems in order for them to come in and try to get connection.  Mr. Manring said that a resident can pay a fee and request that TWSA check their property to see if they are in an area that they might be able to be connected to sewer and TWSA would provide a report detailing what would be required for hookup if it was a possibility.

Mr. Manring said that TWSA’s new website will be updated on a regular basis with news, announcements, project statuses, and other information. He encouraged everyone to explore the website and to sign up for notifications at: Receive Updates or by clicking on the orange Receive Updates button located at the top of the website in the header.

     8.  Reports: Councilmembers decided to adjourn early and discuss reports further at the December meeting so they were able to follow the elections.

Mayor’s Report: Marcia Almond – Mayor Almond shared that she called Victor Lofquist to ask about an Engineering study but has not heard back.  She has another Engineer that she has spoken to and will follow up at the next meeting.

RPO/TAC: 

Roads: Larry Ingersoll – Councilmember Ingersoll said that mirrors, signs, brackets, and posts at the Assembly Hall should be installed soon, he spoke with Robby and was told that he will get them installed as soon as possible.

Ordinance Violation update: Councilmember Ingersoll recommended that the village contact Attorney Fox about adopting an ordinance for “vicious dogs”, Councilmembers agreed that there needed to be an Ordinance for the Village in addition to the County Ordinances to protect walkers on Village roads and hopefully prevent any other residents from being harmed. He noted that the current ordinance requires that dogs be on a leash when they are walking through the village.  They will discuss the ordinance further at the next meeting.
