- Call to order: at 7:00pm Mayor Almond called the meeting to order.
2. Announcements:
Reminder – Please silence cell phones for meeting.
3. Approval of Agenda: Councilmember Shields made a motion to approve the agenda, Councilmember Kehrberg seconded the motion, unanimously approved.
4. Approval of Meeting Minutes for July 02, 2024, Regular Council Meeting:(All meeting minutes are posted on the Forest Hills website once approved.) Councilmember Couture made a motion to approve the meeting minutes for July 02, 2024, Councilmember Shields seconded the motion, unanimously approved.
5. Acceptance of Financial Report & Checklist for the month of July 2024: (All financial reports are posted on the Forest Hills website once approved.) Councilmember Couture made a motion to accept the financial report, Councilmember Kehrberg seconded the motion, unanimously approved.
6. Public Comment: None
7. NC Class – Justin Wycoff – Justin visited with the Council to go over participation in NC Class and to answer any questions the Council or residents might have. He noted that they do not charge fees to move money and the daily yield is currently 5.39%. Councilmember Kehrberg made a motion to move an additional $100,000. from the Village account at United Community Bank into NC Class to obtain more interest, Councilmember shields seconded the motion, unanimously approved.
Justin left the necessary paperwork, joinder agreement, for the Mayor and Clerk to sign and see he would reach out to Attorney Fox to get his signature on the final paperwork. Mayor Almond and Stephanie will complete and return the paperwork and arrange meeting at the bank to have funds transferred.
8. Reports:
Mayor’s Report: Marcia Almond – Mayor Almond shared that the school superintendent was contacted by a village resident who asked that school buses not turn in their driveway on South Country Club Drive. She said that buses may be able to turn at Oak Forest Dr. for now but they have to be able to turn on a state-maintained road. She said that maybe Councilmember Ingersoll could speak with residents about the issue.
Mayor Almond said that she has a meeting scheduled with Ashley Hill from Prospect Western on 8-14.
Mayor Almond said that she will speak with TWAA about coming to the next meeting. She has spoken to representatives about the water system and CWS (Carolina Water System) said that they could run sewer lines if TWSA (Tuckasegee Water & Sewer) hooked them up into the existing line.
Mayor Almond shared that a resident contacted her about some bushes that need to be cleaned up on NCC Dr. She will speak to Robbie or ask Larry to about clearing those.
Mayor Almond received a bill from Forest Hill Estates for some work done on ditches that they would like to be reimbursed for. Council agreed that work should be approved prior to work being done. Marcia will speak with the person submitting the bill for reimbursement.
Kevin Whittiken with Catamount Electric repaired lights at the Village entrance and would like to put lighting under the trees and put in a new panel, he estimated the cost to be $4-$5,000. Councilmember Couture made a motion to get a quote and have lighting upgraded, Councilmember Shields seconded the motion, unanimously approved.
Mayor Almond said that residents Jim Hartley and Donna Harris had agreed to serve on the Planning Board Councilmember Couture made a motion to approve Donna and Jim to be on the Planning Board, Councilmember Kehrberg seconded, unanimously approved. Stephanie or Marcia will swear them in at the next meeting.
Roads: Larry Ingersoll – Councilmember Ingersoll was absent but emailed a road report. He said that signs have been installed and that road repairs have been completed other than the area that CWS is supposed to repair, and they told him that would make that repair a priority. He said speed limit sign and mirrors have been ordered.
- Village Safety: Councilmember Couture said there was 42 hours of patrol, there were a few speed stops, DWI, a hit and run and several verbal warnings. She noted that 67% of the 911 calls come from Prospect.
- TWSA: Councilmember Kehrberg is attending the meeting on 8/20.
