Village of Forest Hills Council Meeting
Tuesday, April 05, 2022 – 7:00 pm
Forest Hills Assembly Hall, Cullowhee NC
The following members of the Council were present:

- Call to order: at 7:00pm Mayor Wallace called the meeting to order.
2. Announcements:
Reminder – Please silence cell phones for meeting
3. Approval of Agenda: Councilmember Shields made a motion to approve the agenda, Councilmember Yount seconded the motion, unanimously approved.
4. Approval of Meeting Minutes for March 01, 2022, Regular Council Meeting:(All meeting minutes are posted on the Forest Hills website once approved.) Councilmember Yount made a motion to approve the meeting minutes for March 01, 2022, Councilmember Couture seconded the motion, unanimously approved.
5. Acceptance of Financial Report & Checklist for the month of March 2022: (All financial reports are posted on the Forest Hills website once approved.) Councilmember Yount made a motion to accept the financial report, Councilmember Shields seconded the motion, unanimously approved.
- Public Comments: None
- Jackson County Planning – Mike Poston – Mr. Poston held a discussion with the Council about subdivision ordinances and how the county has changed some ordinances requirements around subdivisions. He noted that currently the Village follows the subdivision ordinances outlined by the county. All ordinance requirements and conditions are outlined on the website.
- Reports:
Mayor’s Report: Jim Wallace – Mayor Wallace discussed the potential purchase of the small area on the SW corner of the Village entrance. He said he would discuss further when he had more information.
Mayor Wallace said he wanted ideas for grants that were feasible for the village to obtain and use.
Roads: Ron Yount - He said the only issue he had noticed was a tree that needed to come down, but it is on state maintained property.
RPO/TAC: Marcia Almond – Councilmember Almond said she attended the March meeting, and some changes were mentioned about other areas becoming part of the RPO but will be discussed at the next meeting. Also, a state highway representative attended the meeting to discuss increased traffic and studies to be done.
Planning Board: Rick Cardona said that they have not held a Planning Board, they need to elect two additional members.
Village Safety: Nilofer Couture – Councilmember Couture said that two officers patrolled a combined 40 hours for the month. She noted that the majority of the 911 calls made for the month came from The Summit and Prospect.
Councilmember Couture said she submitted the Municipal grant for additional landscaping near the entrance, but additional information is needed that outlines the job and costs.
- Unfinished Business:
- Update on Municipal Grant: Councilmember Couture submitted the grant application for additional landscaping needs, Mayor Wallace will speak to B.H. Graning about getting a detailed quote.
- Planning Board meeting/member status: Mayor Wallace asked that the Council members ask any neighbors or residents about interest in being on the Planning Board.
- Update on Prospect commercial space: Mayor Wallace said that he spoke with the Attorney about zoning, and he would report when he has more information.
