Village of Forest Hills Council Meeting
Tuesday, May 03, 2022 – 7:00 pm

The following members of the Council were present:

Mayor Jim Wallace

Councilmember Ron Yount

Councilmember Daniel Shields

Councilmember Marcia Almond

The following Councilmembers were absent:

Councilmember Nilofer Couture

The following non-Council members were Present:

Stephanie Gibson, Clerk

Jimmy Ashe, Candidate for Jackson County Sheriff

  1. Call to order: at 7:00pm Mayor Wallace called the meeting to order. 

     2.  Announcements:

Reminder – Please silence cell phones for meeting 

     3.  Approval of Agenda: Councilmember Almond made a motion to approve the agenda, Councilmember Shields seconded the motion, unanimously approved. 

     4.  Approval of Meeting Minutes for April 05, 2022, Regular Council Meeting:(All meeting minutes are posted on the Forest Hills website once approved.) Councilmember Almond made a motion to approve the meeting minutes for April 05, 2022, Councilmember Yount seconded the motion, unanimously approved. 

     5.  Acceptance of Financial Report & Checklist for the month of April 2022: (All financial reports are posted on the Forest Hills website once approved.) Councilmember Almond made a motion to accept the financial report, Councilmember Yount seconded the motion, unanimously approved. 

Councilmember Almond made a motion to reclass $2800 in funds from Street Maintenance, Non-Powell to Website hosting in the amount of $70 and $2730 to Patrol, Councilmember Shields seconded the motion, unanimously approved.

  1. Public Comments: None  
  1. Jackson County Candidate for Sheriff – Jimmy Ashe – Mr. Ashe discussed his longtime career in law enforcement beginning as a jailer and moving from a detective, to major, chief deputy and then into the Sheriff’s position in 2002 where he served three terms before retiring in 2014.  

Mr. Ashe discussed the current drug and crime issues facing the county and how he would work to restructure and address those problems.  He said that the detention facility is in dire need of updates and additional security measures.  He noted how he would go about lobbying for additional staff, officers and resources and obtaining necessary training for those individuals.  He noted that he would like to see a Citizen’s Advisory committee, inmate work crews, a cold case unit, church security and partnerships with the BIA to address drug, crime and rehabilitation needs. 

     8.  Reports: 

Mayor’s Report: Jim Wallace – Mayor Wallace discussed the potential purchase of the small area on the SW corner of the Village entrance.  He said that the representative for the Dillard family said that there were three small pieces of land that they said they would sell for $8600 for all three parcels.  Councilmember Shields made a motion to purchase the parcels, Councilmember Almond seconded the motion, unanimously approved.  Mayor Wallace said he would ask what we needed to do to move forward with the purchase.

Roads: Ron Yount - He said the only issue he had noticed was a patch of pavement on Cave Springs Road that needs to be filled.

RPO/TAC: Marcia Almond – Councilmember Almond said there had not been a meeting since the March meeting.

Planning Board: Rick Cardona was absent.

Village Safety: Nilofer Couture – Councilmember Couture was absent; she is out of the country.

  1.  Unfinished Business:  
  • Update on Municipal Grant:  Mayor Wallace submitted the grant application for additional landscaping needs with the quote from B.H. Graning to the commissioners.
  • Planning Board meeting/member status: Mayor Wallace asked if the Council members ask any neighbors or residents about interest in being on the Planning Board, but nobody had any prospective members.
  • Update on Prospect commercial space:  Mayor Wallace said that he spoke with the Attorney about zoning, and he would report when he has more information. 

     10.  New Business:  

  • Village Social:  Councilmember Almond mentioned having the spring/summer social previously discussed.  Councilmembers discussed dates and decided to have the social in July and would confirm the date and additional plans.

     11.  Adjourn: At 8:55pm, Councilmember Shields made a motion to adjourn, Councilmember Yount seconded the motion, unanimously approved.
