Village of Forest Hills Council Meeting
Tuesday, August 02, 2022 – 7:00 pm

The following members of the Council were present:

The following members of the Council were absent:

Councilmember Ron Yount

  1. Call to order: at 7:00pm Mayor Wallace called the meeting to order. 

     2.  Announcements:

Reminder – Please silence cell phones for meeting 

     3.  Approval of Agenda: Councilmember Almond made a motion to approve the agenda, Councilmember Couture seconded the motion, unanimously approved. 

     4.  Approval of Meeting Minutes for July 05, 2022, Regular Council Meeting:(All meeting minutes are posted on the Forest Hills website once approved.) Councilmember Almond made a motion to approve the meeting minutes for July 05, 2022, Councilmember Shields seconded the motion, unanimously approved. 

     5.  Acceptance of Financial Report & Checklist for the month of July 2022: (All financial reports are posted on the Forest Hills website once approved.) Councilmember Shields made a motion to accept the financial report, Councilmember Almond seconded the motion, unanimously approved. 

     6.  Public Comments: None

     7.  Reports: 

Mayor’s Report: Jim Wallace – Mayor Wallace asked about the status of the property being purchased by the Village, Councilmember Almond said she would follow up.  Mayor Wallace mentioned the improvements to the area by the road and if the Council would like to have the 3 parcels being purchased from the Dillard’s be surveyed, Councilmember Almond made a motion to have the three parcels surveyed, Councilmember Shields seconded the motion, unanimously approved.

Roads: Ron Yount – Councilmember Yount was absent due to a death in the family.

RPO/TAC: Marcia Almond – Councilmember Almond said there has not been a meeting since her last report.  She mentioned that the RPO had their annual dinner on 7-25 and she and Skip, Jim and Gloria, Ron and Diane and Stephanie attended.

Planning Board: Rick Cardona discussed the need for 4 new members, he said he had the one person the Council nominated, Stephanie Rankin and he said that two additional residents wanted to join, Leroy and Amber Quick. Councilmember Almond made a motion to nominate Amber Quick to the Planning Board, Councilmember Shields seconded the motion, unanimously approved.  Councilmember Couture made a motion to nominate Leroy Quick, Councilmember Shields seconded the motion, unanimously approved.

Rick said that he spoke with the School of Government about the Future Land Use Map and the 160D changes and was told that it could be removed since the current Mayor and Council voted against mixed-use.  Councilmember Almond told him we cannot remove it; it can be archived but one is needed to replace it if it is removed, he agreed that a replacement should be submitted.

Rick said that Cullowhee has a Planning Board that meets monthly, and he feels it would be a good idea for a member from the Council or Planning Board attend the meetings.  He noted that Forest Hills has been included in discussions about sidewalks and bike lanes.

Village Safety: Nilofer Couture – Councilmember Couture said that the village was patrolled a total of 40 hrs. for the month and there were 23 calls, she noted that the majority were from Prospect, University Inn, and the Summit, two were made from Oak Forest for Vandalism.

     8.  Unfinished Business:  

  • Update on Municipal Grant:  Stephanie noted that the Municipal Grant in the amount of $4500 would be used to improve landscaping at the entrance, the contract was edited to include only the portion the grant would pay for.
  • Planning Board meeting/member status: Councilmember Almond asked Councilmembers and the Mayor to ask friends or neighbors who might be interested.
  • VFH SW Corner Property:  Councilmember Almond said the contract has been signed by the Village, but she hasn’t heard back on closing the purchase of the parcels purchased from the Dillard family, she will follow up.
  • Discussion of entrance work not covered by the Municipal Grant:  Councilmembers discussed the work on the left side of the entrance quoted by BH Graning and said that we needed to get two additional quotes for the work, if possible, for the work not covered by the grant since the amount is over $5K. 
  • Village Social:  Council discussed the social being held on August 7th from 2:00-5:00pm.  Councilmember Almond discussed the purchases and additional items and assistance needed.  She noted that she needs to purchase coolers and ice if none are available as well as large trash bags.  Mayor Wallace said that the signs for the Social have been completed and he will pick them up on Thursday.
