Village of Forest Hills Council Meeting
Tuesday, January 04, 2022 – 7:00 pm
Forest Hills Assembly Hall, Cullowhee NC

 

The following members of the Council were present:

Mayor Jim Wallace

Councilmember Nilofer Couture

Councilmember Ron Yount

Councilmember Daniel Shields

The following Councilmembers were absent:

Councilmember Marcia Almond

The following non-Council members were Present:

Stephanie Gibson, Clerk

Bronwyn Burleson, Auditor

Jack Brown, Village Homeowner

 

  1. Call to order: at 7:00pm Mayor Wallace called the meeting to order. 

     2.  Announcements:

Reminder – Please silence cell phones for meeting

     3.  Approval of Agenda: Councilmember Shields made a motion to approve the agenda, Councilmember Couture seconded the motion, unanimously approved. 

     4.  Approval of Meeting Minutes for December 7, 2021Regular Council Meeting:(All meeting minutes are posted on the Forest Hills website once approved.) Councilmember Yount made a motion to approve the meeting minutes for December 7, 2021, Councilmember Shields seconded the motion, unanimously approved. 

     5.  Acceptance of Financial Report & Checklist for the month of December 2021: (All financial reports are posted on the Forest Hills website once approved.) Councilmember Yount made a motion to accept the financial report, Councilmember Couture seconded the motion, unanimously approved.

     6.  Public Comments: None  

     7.  Audit Report:  Bronwyn Burleson provided copies of the audit report and reviewed the report with the Council.

     8.  Reports:

Mayor’s Report: Jim Wallace – Mayor Wallace said that he spoke with Russ Harris from the Southwest Commission, and he will be attending the next meeting to discuss potential grant opportunities.

Mayor Wallace said he spoke with BH Graning about mowing the road on the opposite side of the entrance and he will get back to him.

Roads: Ron Yount - Councilmember Yount said that the abandoned car reported on SCC road has now been moved.  He said the only other issue reported was the cut in the pavement near the curb past Jerry Rice’s house, he went to see about repairing the area and it had already been filled in. 

Councilmember Yount said that he spoke with Kim Shuler about the Solid Waste Committee And said the next meeting will be this month and he plans to attend.

RPO/TAC: Marcia Almond – Councilmember Almond was absent

Planning Board: Rick Cardona was absent

Village Safety: Nilofer Couture – Councilmember Couture said that two officers patrolled a combined 44 hours for the month. She said that she contacted the officer about the front entrance and asked if they knew what happened and was told that there was an accident on December 12 at approximately 2:20am, a student was coming out of Prospect and apparently lost control of the vehicle and ran into the rock wall by the entrance.  The officer sent Councilmember Couture a copy of the accident report and she has been in contact with the vehicle owner’s insurance company and will need to obtain quotes and work with the insurance adjuster.  Mayor Wallace said that he received a quote from BH Graning for $9200.00 for the repairs.  Councilmember Couture noted that the irrigation, landscaping, wall, and posts were all affected so we would need an itemized estimate to make sure everything is included in the repairs.  Councilmember Couture said she would work on getting a quote and Mayor Wallace will check with BH Graning on getting an itemized estimate to show what is included.  Council will discuss at the next meeting.

    10.  New Business: Councilmember Couture mentioned that there is a tree down on NCC Dr., Council discussed and said that since it is on the owner’s property, they would be responsible for removal. 

    11.  Adjourn: At 8:50pm, Councilmember Yount made a motion to adjourn, Councilmember Shields seconded the motion, unanimously approved.
