COUNCIL MINUTES
VILLAGE OF FOREST HILLS
January 08, 2013
The regular meeting of the Village of Forest Hills was held on January 08, 2013 in the meeting room at the Jackson County Recreation Center at 6:00pm.
The following members of the Council were present:
Jim Wallace, Mayor
Carl Hooper
Clark Corwin
Suzanne Stone
Ron Mau
The following Non-Council members were present:
David Moore, Village Attorney
Stephanie Gibson, Village Clerk/Finance Officer
Quinton Ellison, Sylva Herald
Ann Melton, Clerk of Court
Residents: Mrs. Irene Hooper
(1) Call to order: 6:00pm by Mayor Jim Wallace
(2) Vote on Agenda: Councilman Corwin made a motion to approve the agenda and Councilwoman Stone seconded the motion.
(3) Approval of meeting minutes from January 08, 2013 Council meeting: A motion to approve the minutes was made by Councilwoman Stone, seconded by Councilman Corwin, unanimously approved. (Approved meeting minutes are posted on the Village website.)
(4) Financial Reports:
a) Stephanie Gibson provided the Financial Reports that were handed out. The budget for November included $8,072.80 in revenues and expenditures included $1,873.05 from the Powell account to pay Green’s excavating and $1830.73 from the checking account to pay general expenses including police protection, utilities, attorney fees, and Clerk fee. Motion to accept the financial report was made by Councilman Corwin, seconded by Councilman Hooper, unanimously approved.
(5) Swearing in of Ronald Mau for Council Seat: Clerk of Court, Ann Melton, conducted the swearing in of Ronald Mau to the council.
(6) Closed Session: At approximately 6:15 pm Councilwoman Stone made a motion for the council to go into closed session; Councilman Hooper seconded the motion, unanimously approved. At approximately 6:40 pm council came out of closed session.
(7) New Business: None
(8) Old Business: Village Entrance: Mayor Wallace asked about improving the current lighting at the village entrance. Councilwoman Stone made a motion to replace the current lighting, Councilman Corwin seconded, Councilman Mau approved, and Councilman Hooper opposed replacing the lighting. The vote to replace the lighting carried 3:1.
Councilman Mau made a motion that the remaining items on agenda item #6 and all of agenda item #7 be tabled and forwarded to the Planning Committee; Councilman Hooper seconded the motion, unanimously approved.
Mayor Wallace said that he will follow up with the Planning Committee members and see when they plan to meet and if no meeting is scheduled within two weeks, he will set a date and time for the meeting.
Councilwoman Stone said that the traffic mirror that she wanted to order was on back order so she purchased a traffic mirror from Norman West for $100. in lieu of ordering the mirror online. She noted that the homeowner had cleared the shrubbery that obstructed the view on the other side of the road.
Councilman Corwin mentioned the back taxes owed to the village and asked for the amounts to be verified. The Clerk will call the tax office and ask for an updated list of delinquent taxes.
At 7:00pm Mayor Wallace called for a motion to adjourn, motion was made by Councilman Hooper, seconded by Councilman Corwin, unanimously approved.
