Village of Forest Hills Planning Board Minutes- March 2026 

Meeting date: March 17, 2026 

Time: 7:04 -8:30 pm 

Location: VFH Assembly Hall 

Members present: Clark Corwin (chair), Donna Harris (secretary), Jim Hartley 

(Quorum present) 

  1. Call to order:  

  • Clark Corwin (chair) called the meeting to order at 7:04 pm. 

  2.  Approval of minutes:  

  • Jim Hartley gave a motion to accept the minutes from the February 17th Planning Board meeting.  The Board unanimously approved the minutes without amendments. 

  3.  Old Business:  

  • New board members: The Board discussed the possible need for a new Planning Board member.  The swearing in of a new member is postponed.  The possibility of hybrid meetings was discussed in case this would make meeting attendance easier for future members. 

  • Need for chairperson: The Planning Board is in need of a chairperson.  Chair Corwin suggested the option of having Board members rotate chairperson duties monthly. 

   4.  Long Term Planning and Vision:  

  • The Board discussed the feasibility of engaging with planning consultants: 

  • Pondco- quoted $40-50K for services 

  • McAdams- did not respond to requests for more information 

  • Chairperson Corwin will contact the NC School of Government to inquire about the estimated number of lay hours for a municipality of our size and population.  If feasible, the Board would prefer to engage with the VFH community in creating our own long-term land use plan and vision . 

   5.  New Business: 

  • The Chair and Board reviewed ethics/ conflicts of interest policies 

  • The Chair and board reviewed feedback from the county planner to Brown Haven regarding The Coves of Forest Hills application.  The current plan does not meet ordinances and needs to be resubmitted. 

  • The Chair and Board familiarized themselves with the 7-step process for a community plan based on the Plan NC Guidebook from the NC School of Government.

Action Items: 

  • Chairperson Corwin will contact the NC School of Government to inquire about the estimated number of lay hours for a municipality of our size and population.  If feasible, the Board would prefer to engage with the VFH community in creating our own long-term land use plan and vision. 

  • Jim Hartley will work on writing AI prompts to streamline the process of updating our ordinances and ensuring 160 D compliance.
