- Call to order: at 7:05pm Mayor Wallace called the meeting to order.
- Announcements:
Reminder – Please silence cell phones for meeting
- Approval of Agenda: Councilmember Yount made a motion to approve the agenda, Councilmember Almond seconded the motion, unanimously approved.
- Approval of Meeting Minutes for January 5, 2021 Regular Council Meeting: (All meeting minutes are posted on the Forest Hills website once approved.) Councilmember Couture made a motion to approve the meeting minutes for January 5, 2021, Councilmember Yount seconded the motion, unanimously approved.
- Acceptance of Financial Report & Checklist for the month of January 2021: (All financial reports are posted on the Forest Hills website once approved.) Councilmember Yount made a motion to accept the financial report, Councilmember Couture seconded the motion, unanimously approved.
- Public Comments: None
- Audit Report: Bronwyn Burleson – Bronwyn provided draft copies of the audit report and reviewed the report with the council. She noted that she will send bound copies of the report once approved.

Mayor’s Report: Jim Wallace
- Discussion of Zoning Ordinances and Planning Document: Mayor Wallace said that he called Attorney Fox and is waiting to hear back from him on a couple questions about Zoning ordinances and the planning document.
Roads: Jerry Rice – Councilmember Rice called Mayor Wallace and said he would not be able to be at the meeting.
RPO/TAC: Marcia Almond – Councilmember Almond said there was not a meeting held so there was nothing new to report.
Planning Board: Two members agreed to continue serving on the Planning Board although their terms were up, Ben Graning and Mark Ellison, Councilmembers voted on the two members to continue, Councilmember Almond made a motion to have both Ben and Mark continue the Planning Board, Councilmember Yount seconded the motion, unanimously approved. The members will be sworn in with the Clerk’s office.
Village Safety: Nilofer Couture – Councilmember Couture said that the patrol report noted officers patrolled and there were 28 calls to law enforcement the calls were for parties and domestic disturbances. Patrol issued warnings for speeding.
Councilmember Couture said Councilmember Rice suggested getting a replacement safety mirror to replace one that is broken on Oak Forest and Virginia Lane, the mirror needs to be 36” – 46”. Councilmember Couture made a motion to replace the mirror, Councilmember Yount seconded the motion, unanimously approved.
- New Business: None
10. Unfinished Business:
- Complaint regarding barking dog – Councilmember Couture said she received another email about the continual dog barking. Mayor Wallace said that he would ask Attorney Fox about Ordinances regarding pets being adjusted.
- Zoning Violation – Councilmember Yount said that he had received an email regarding the house that formerly belonged to Ms. Prentiss, he said that the email stated the house had been turned into apartments by the new owners. Councilmember Couture said that the house beside hers is also being occupied by multiple students.
- Ordinance Administrator: Mark Teague – Mark sent certified letters to the residents who were noted as violating ordinances prior to issuing a citation.
- Road Maintenance: Mayor Wallace recommended getting pricing to have non state maintained roads sealed to preserve them in the future.
11. Additional Public Comments: Jack Brown said he was concerned about the University Inn operating as a homeless shelter. Council agreed to speak with the owner and ask if he would join a meeting.
12. Adjourn: At 8:35pm, Councilmember Almond made a motion to adjourn, Councilmember Yount seconded the motion, unanimously approved.
