Tuesday, March 2, 2021 – 7:00 pm

  1. Call to order:  at 7:05pm Mayor Wallace called the meeting to order. 
  1. Announcements:

  1. Approval of Agenda: Councilmember Almond made a motion to approve the agenda, Councilmember Yount seconded the motion, unanimously approved.
  1. Approval of Meeting Minutes for February 2, 2021 Regular Council Meeting: (All meeting minutes are posted on the Forest Hills website once approved.) Councilmember Yount made a motion to approve the meeting minutes for February 2, 2021, Councilmember Almond seconded the motion, unanimously approved.
  1. Acceptance of Financial Report & Checklist for the month of February 2021: (All financial reports are posted on the Forest Hills website once approved.)  Councilmember Yount made a motion to accept the financial report, Councilmember Couture seconded the motion, unanimously approved. 
  1. Public Comments:  None
  1. Reports: 

Mayor’s Report:  Jim Wallace

  • Discussion of Zoning Ordinances and Planning Document:  Mayor Wallace said that he called Attorney Fox and asked if mixed use could be dropped from the ordinances and he said it could.
  • Honoring Irene HooperMayor Wallace said that he received a letter from an area resident suggesting that Irene Hooper be recognized since she was an integral part of the Village and the first Mayor.  Council discussed ideas and suggested a plaque and potentially naming the Assembly Hall after Mrs. Hooper.  Mayor Wallace asked Carl Hooper what he would suggest, and he said he felt that all mayors should be recognized, perhaps a plaque with each mayor listed.  Council will discuss further at the April meeting.
  • Honoraria Checks for Ron and Skip:  Mayor Wallace thanked Ron Yount and Skip Almond for installing the Acoustic panels and presented a check to each on behalf of the Council for the numerous hours of time and work spent on the installation.
  • Anthony Fox:  Powell fund, State requirements for mixed use, Road name:  Mayor Wallace said that he spoke with Attorney Fox about the Powell roads and said there is a road off Cave Springs Road that is also named Caves Spring, he will contact Victor Lofquist to clarify roads on the Powell Map.

Roads:  Jerry Rice – Councilmember Rice was absent

RPO/TAC:  Marcia Almond – Councilmember Almond said there was not a meeting held so there was nothing new to report. 

Planning Board:  Mayor Wallace said that Rick said there would be a Planning Board meeting in March.

Village Safety:  Nilofer Couture – Councilmember Couture said that officers patrolled 41 hrs. for the month.  She said she did not receive the 911 report for February.

Councilmember Couture asked about the replacement safety mirror Council voted on to replace the one that is broken on Oak Forest and Virginia Lane, she will ask Jerry if he has ordered and if not, ask he or Stephanie to order a replacement.

  1. New Business:  None
  1. Unfinished Business:
  • Complaint regarding barking dog – notice was sent to residents with barking dogs.
  • Zoning Violation – Mayor Wallace said that regarding the former Prentiss house having multiple residents, he spoke the owner and the man purchased the home for his daughter to go to college and she has three friends living with her and asked if an exception could be made for one year and if the house is sold it would revert to R-1.  Also, the homeowner of the house next to Nilofer said they will no longer be renting to students after May.  Council agreed that the exception be given to the homeowner whose daughter is attending WCU for one year if no other residents reside there and that the homeowner whose is renting to more than two students not renew the lease when it ends in May.
  • Ordinance Administrator:  Mark Teague – Mark sent certified letters to the residents who were noted as violating ordinances prior to issuing a citation.
