Village of Forest Hills Council Meeting

  1. Call to order: at 7:00pm Mayor Wallace called the meeting to order.

 

     2.  Announcements:

Reminder Please silence cell phones for meeting

 

  1. Approval of Agenda: Councilmember Yount made a motion to approve the agenda, Councilmember Couture

 seconded the motion, unanimously approved.

 

  1. Approval of Meeting Minutes for September 7,2021Regular Council Meeting:(All meeting minutes are posted on the Forest Hills website once approved.)Councilmember Yount made a motion to approve the meeting minutes for September 7, 2021, Councilmember Couture seconded the motion, unanimously approved.

 

  1. Acceptance of Financial Report & Checklist for the month of September 2021: (All financial reports are posted on the Forest Hills website once approved.)Councilmember Yount made a motion to accept the financial report, Councilmember Couture seconded the motion, unanimously approved.

  1. Reports:

 

Mayor’s Report: Jim Wallace – Mayor Wallace announced that Carl Hooper’s Memorial Service will be held on Saturday, October 23, 2021 at Cullowhee Baptist Church.

 

Mayor Wallace asked for a member of the council to be a representative for the Village on the Jackson County Solid Waste Committee, Council said that Councilmember Almond may be interested but she is out of town and the first meeting will be on Monday.

Mayor Wallace and Council discussed Grant opportunities; Council suggested checking with the School of Government for resources.

Mayor Wallace said that he spoke with mike Poston about a wastewater project and potential park space.  Mike suggested speaking with Rusty Ellis who is over Jackson Co. Parks and Recreation.  He also recommended checking with the State Parks and Trail System and the Dogwood and Nantahala Trust Funds.

Mayor Wallace and Council discussed speaking with Russ Harris about possible funding through the Southwestern Commission.  Councilmember Couture suggested have a representative from each division speak at a Council meeting to discuss options. Council also discussed having the attorney send a letter to the owner of the valley to discuss options. 

Council also asked that Victor Lofquist be invited to attend a Council meeting in November or December to discuss the Engineering aspect required before a Wastewater project could be started.  Stephanie will ask him about attending a future meeting.

 

Roads: Ron Yount - Councilmember Yount said that he noticed a couple of trees had fallen but had been cleared.

 

RPO/TAC: Marcia Almond – Councilmember Almond was absent.

 

Planning Board: No meeting information

 

Village Safety: Nilofer Couture – Councilmember Couture said that two officers patrolled a combined 44 hours for the month. She said that there were twenty-five 911 calls on the report and noted that three of them came from South Country Club Dr. and 7 from Pin Cushion Lane, 8 from Prospect, and 7 from the University Inn.

 

     8.  Unfinished Business:

 

  • Discussion of plaque with Mayor’s names/terms:  Stephanie said that she would contact the Board of Elections to see about getting a list of names of all mayors since the incorporation of theVillage.
  • Discussion of community get together: Council discussed the upcoming Village Social, letters were sent to all Home and Property Owners listed in Land Records and the event was posted on the website. Council noted that the social will be held on October 17, 2021 at 3:00pm at the Assembly Hall. Councilmember Almond had said she would be picking up food items at Sam’s for the gathering. Councilmember Couture suggested getting signs to post at the Village entrance, Mayor Wallace said he would get those. Mayor Wallace said that he contacted B.H. Graning about getting the road signs they have put up.  Stephanie will contact Victor Lofquist to get the current Powell Bill maps for the Council as well as the Assembly Hall.  Mayor Wallace asked the Council about purchasing additional tables for the Village Social.  Councilmember Yount made a motion to purchase 6 additional tables for the social, Councilmember Couture seconded the motion, unanimously approved.  Stephanie will order the tables from Walmart and Councilmember Yount said that he would pick them up.
  • Cleaning of the Village Entrance – Mayor Wallace and Council discussed cleaning of the Village entrance wall, Councilmember Yount said that he has a pressure washer but isn’t sure where it could be connected.  Council will discuss further at next meeting.

     9. New Business:

 

  • Discussion of Grant Projects:  Council discussed having the Planning Board assist with potential Grant options.

 

    10.  Adjourn: At 8:10pm, Councilmember Couture made a motion to adjourn, Councilmember Yount seconded

 the motion, unanimously approved.
