Council Meeting
Tuesday, July 6, 2021 – 7:00 pm
Forest Hills Assembly Hall, Cullowhee NC

 

The following members of the Council were present:

Mayor Jim Wallace

Councilmember Marcia Almond

Councilmember Nilofer Couture

Councilmember Ron Yount

Councilmember Carl Hooper

 

The following Non-Council members were Present:

Stephanie Gibson, Clerk

Jack Brown, Village Homeowner

 

  1. Call to order:  at 7:00pm Mayor Wallace called the meeting to order.  
  1. Announcements: 

Reminder – Please silence cell phones for meeting 

  1. Approval of Agenda: Councilmember Almond made a motion to approve the agenda, Councilmember Yount seconded the motion, unanimously approved. 
  1. Approval of Meeting Minutes for June 1, 2021 Regular Council Meeting: (All meeting minutes are posted on the Forest Hills website once approved.) Councilmember Yount made a motion to approve the meeting minutes for June 1, 2021, Councilmember Almond seconded the motion, unanimously approved. 
  1. Acceptance of Financial Report & Checklist for the month of June 2021: (All financial reports are posted on the Forest Hills website once approved.)  Councilmember Almond made a motion to accept the financial report, Councilmember Couture seconded the motion, unanimously approved.  
  1. Public Comments:  None 
  1. Reports:  

Mayor’s Report:  Jim Wallace 

  • Discussion of Zoning Ordinances and Planning Document:  Mayor Wallace discussed the Zoning Ordinances and changes to mixed use and said he discussed with Attorney Fox and recommended keeping the current ordinances for now. 

Roads:  Ron Yount 

  • Councilmember Yount said he did not have anything new to report at the time. 

RPO/TAC:  Marcia Almond – Councilmember Almond said she had nothing new to report. 

Planning Board:  

Village Safety:  Nilofer Couture – Councilmember Couture said that officers patrolled for the month.  She said that 911 calls were on the report and noted that most of them came from North Country Club Dr. and were in connection with rentals and the University Inn.  Council discussed and suggested having the owner of the University Inn attend a meeting to discuss rentals. 

  1. New Business:  
  • Elections: (Registration for Mayor and two Council members) – reminder for anyone interested to register between 7-2-21 – 7-16-21. 
  • Councilmember Hooper agreed to serve the remainder of Jerry Rice’s term and was sworn in at the Clerk of Court’s office.
  1. Unfinished Business: 
  • Discussion of plaque with Assembly Hall namesake, Irene Hooper, and all Mayors names:  Mayor Wallace will try to gather the names of all mayors since the incorporation of the Village.
  • Discussion of community get together:  Marcia – to be discussed at August meeting.

   11. Adjourn:  At 8:40pm, Councilmember Yount made a motion to adjourn, Councilmember Almond seconded the motion, unanimously approved.
