Forest Hills Planning Board 12-16-02

Draft Minutes

            The Planning Board of the Village of Forest Hills met 16 December 2002 at 7:00 p.m. at the Jackson County Recreation Center in Cullowhee.  Those in attendance were John Adams, Sally James, Herman Lieberman, Gene Tweedy, Mike Germano, and Ruth Shuler.  David Shapiro was absent because of a family activity.  Chairman John Adams presided.

            Minutes of the October meeting were approved.

            There was a discussion of the Planning Board’s operations while Chairman Adams is away for several months.  By common consent Gene Tweedy will act as Chairman during Adams’ absence, and communication will take place by e-mail.

            Chairman Adams reported on the December Council meeting which he had attended.  Items of concern were problems with trash, paving of roads, and connecting the North and South Country Club roads.  An attorney is researching records of property ownership to determine rights-of-way.

            There was a discussion of the engineering study performed for a village sewage system.  Following the discussion of ideas as to how to proceed, a motion was made and passed to invite Ian Pritchard to come to the January meeting if possible to assist in drafting a document to be presented to the Village Council regarding the next steps the Planning Board should take on this item. 

            Mayor Davis had asked the Planning Board to develop a noise ordinance for the Village.  Following discussion of various components of such an ordinance, it was decided to return this item to the Council for their attention.

            The duties of the Planning Board were discussed, and it was the consensus of the members present that the Planning Board is an advisory board to the Council and not an entity to do administrative functions. This position is to be put in writing and sent back to the Council.

            The issue of communications to and from the Council was commented upon, and it was agreed that at the present time the Planning Board has little communication with Council and has no fixed goals.

            The meeting was adjourned at 8:40 p.m.
