1.  Call to order:   at 6:00 pm Mayor Begley called the meeting to order.

2.  Announcements: 

Reminder – Please silence cell phones for meeting

Next monthly Council meeting will be held May 14^th (second Tuesday the month)

Saturday April 20^th is our semi-annual community roadside trash pick up

Cullowhee charette starts week of April 22^nd – more info to come

3.  Approval of Agenda – Councilmember Michelsen made a motion to approve the agenda, Councilmember Brooks seconded the motion, unanimously approved.

4.  Approval of Meeting Minutes – March 5, 2019 Regular Council Meeting: Councilmember Brooks made a motion to approve the minutes; Councilmember Rice seconded the motion, unanimously approved.

5.  Acceptance of Financial Report & Checklist for the month of March 2019:  Stephanie Gibson provided copies of the Financial Report for the Council’s review.  Councilmember Rice made a motion to accept the financial report; Councilmember Michelsen seconded the motion, unanimously approved.

6.  Public Comment:  None

7.  Reports:

Mayor’s Report: (meetings, ordinance violations) Mayor Begley said there is no new significant information to report at this time.  She discussed ordering roadside litter pickup signs to advertise the semi-annual event, and noted that the price quote was $101.45 for color double-sided signs that can be reused prior to each future event.  Councilmember Rice made a motion to order the road signs, Councilmember Michelsen seconded the motion, unanimously approved.

Mayor Begley discussed an idea referred to as The Litter Letter Project.  Councilmember Brooks said that he will contact the Jackson County Green Energy Park to inquire if they would want to partner on the project.

Roads: Mayor Begley said that the Village received a bill from BH Graning for $6600, she asked Councilmember Rice about the culvert repair and the original quote of $3600.  Councilmember Rice said that the quote was not for the entire repair, he submitted a revised quote for the entire job.  Councilmember Rice made a motion to pay the invoice for $6600., Councilmember Brooks seconded the motion, unanimously approved.  Councilmember Rice said there may be an additional charge due for the remaining job repair and cleanup. Mayor Begley noted that if an additional invoice is received, it would be submitted to the council for approval.

Mayor Begley said she was contacted about water running onto the Village-maintained portion of South Country Club Drive so she brought it to the attention of the homeowner who will address it, the homeowners felt it was due to the spring.  She was also contacted about fallen trees in the rights-of-way on North Country Club Drive which have the potential to block the travel lane if not removed.  Councilmember Rice will follow up.

RPO/TAC: Councilmember Michelsen said that the group met but most of the meeting was related to upcoming plans.  He noted that a representative from DOT spoke about NC moves, the projection of potential projects through 2050.  Councilmember Michelsen said the next rounds of prioritizations will be listed in upcoming meetings.  Mayor Begley asked if the old request from Forest Hills for a sidewalk extending on the North side of North Country Club Drive was still on a list for potential future consideration.  She noted if such project were to be submitted and approved, the costs would be split 80/20:  the DOT would pay 80% and the Village would be responsible for the remaining 20% of fees. 

Planning Board: Councilmember Corwin was absent.

Village Safety: Councilmember Brooks noted that there were no incidents reported by patrol.  He noted that he did not receive a 911 report for March but noted there was a domestic dispute in February at the Roadway Inn and in March a report of a breaking and entering.
