The following Non-Council members were Present: 

 

1. Call to order:  at 6:00pm Mayor Begley called the meeting to order.  

2. Announcements: 

• Reminder – Please silence cell phones for meeting
• Joint Council & Planning Board meeting will be held September 16^th @ 7:00pm, Jackson County Rec. Center (speakers on conservation easements and trusts)
• Next monthly Council meeting will be held October 1st in the meeting room of the Jackson County Rec Center, Cullowhee
• All meeting dates/times/venues are posted on the calendar widget, on the Forest Hills website and in the Sylva Herald. 

3. Approval of Agenda – Councilmember Rice made a motion to approve the agenda, Councilmember Michelsen seconded the motion, unanimously approved. 

4. Approval of Meeting Minutes – August 6, 2019 Regular Council Meeting & July 29^th Joint Work Session: Councilmember Corwin made a motion to approve the minutes; Councilmember Rice seconded the motion, unanimously approved. 

5. Acceptance of Financial Report & Checklist for the month of August 2019:  Councilmember Michelsen made a motion to accept the financial report; Councilmember Corwin seconded the motion, unanimously approved. 

6. Public Comment:  None 

7. Reports:  

• Mayor’s Report: (meetings, ordinance violations) Mayor Begley reported that she had a call from the Village patrol officer about the parking lot party disturbances at Prospect Western during the first WCU home football game weekend and discussed what could be done to prevent major disturbances going forward.  Mayor Begley contacted the management and owner of Prospect Western and their response was that remote-access security cameras are underway being installed in all parking lots, parking has been restricted to registered residents only and towing is in place and enforced for non-residents without a proper parking pass, per their lease agreements a warning was given to the unit where the disturbance originated, and fines and eviction will occur per their lease agreements for any future major disturbances.  An email was also sent out by Prospect Western management to the student housing residents stating that no gathering is allowed outside in their common areas and parking lots, and that encroaching on their neighbor’s outdoor areas is not permitted.  Mayor Begley will set up a meeting with the Jackson County sheriff, the Village patrol officer, the WCU police chief, and the property managers from The Summit and Prospect Western to discuss further proactive measures for noise, parking, or other disturbances to Forest Hills residents.  Mayor Begley asked Councilmember Brooks (Village Safety reporting) to join her for this meeting.

• Roads:  Councilmember Rice said that he drove the loop and didn’t see any new issues.  Mayor Begley said the paving maintenance had not been completed yet due to rain delays, but that the contractor touched base with her and said it would be completed before the end of September. 

• RPO/TAC: Councilmember Michelsen said that there has not been anything new to report but they are starting to get geared up regarding transportation priorities for the county at the next meeting on September 16^th. 
• Planning Board: Councilmember Corwin asked what the Planning Board should bring forward for the joint meeting. Mayor Begley suggested they continue focusing on the task of researching opportunities available to the Village to acquire green space in the valley property that is currently for sale.  Mayor Begley also suggested divvying up the gathering of information on the different options to each of the Planning Board members.   

    There is a joint meeting of the Planning Board and Council on September 16, 2019, and Diane will line up representatives to speak on conservation easements and        trusts. 

• Village Safety: Councilmember Brooks said that there were no 911 calls and that patrol reported several disturbances calls to Prospect Western Which Mayor Begley reported on earlier. 

8. Unfinished Business:   

• Patrol contract draft: Jonathan Brooks (review/revise/next steps) – Jonathan prepared a draft contract and Mayor Begley will ask Attorney Anthony Fox to review and submit a final contract.
• Pedestrian Advisory Shoulder: Clark Corwin (next steps) – Councilmember Corwin said that J.M. Teague Engineering is finalizing the Advisory Shoulder Experimental Application Project and will send a video link to Council that was created for a similar project in another area.   https://youtu.be/0zdDIvKXMxY
• Roads paving maintenance update: Kolleen Begley – Owen Paving will complete the work as soon as

        possible and residents in that area will be notified of date and time.

• Entrance sign: fading, Mayor Begley will get quotes for someone to repaint the sign.
• Monthly evening Whee Market 6-9p:  – moved to October agenda 

9. New Business:  

• Meeting tables and chairs purchase for new Assembly Hall space – will discuss when a certificate of occupancy has been issued for the space and when the lease has been signed.
