Council Meeting
Tuesday, December 1, 2020 – 7:00 pm

The following members of the Council were present:

Mayor Jim Wallace

Councilmember Marcia Almond

Councilmember Ron Yount

 

The following members of the Council were absent:

Councilmember Jerry Rice, III

 

The following Non-Council members were Present:

Stephanie Gibson, Clerk

Jack Brown, Village Homeowner

Mark Teague, Village Homeowner

 

  1. Call to order:  at 7:05pm Mayor Wallace called the meeting to order. 
  1. Announcements:

  1. Approval of Agenda: Councilmember Yount made a motion to approve the agenda, Councilmember Almond seconded the motion, unanimously approved.
  1. Approval of Meeting Minutes for November 10, 2020 Regular Council Meeting: (All meeting minutes are posted on the Forest Hills website once approved.) Councilmember Yount made a motion to approve the meeting minutes for November 10, 2020, Councilmember Almond seconded the motion, unanimously approved.
  1. Acceptance of Financial Report & Checklist for the month of November 2020: (All financial reports are posted on the Forest Hills website once approved.)  Councilmember Yount made a motion to accept the financial report, Councilmember Couture seconded the motion, unanimously approved.
  1. Public Comments:  None
  1. Reports: 

Mayor’s Report:  Jim Wallace

  • Discussion of Zoning Ordinances and Planning Document:  Mayor Wallace said that he sent a letter to the Planning Board with the Council’s proposal on the Zoning Ordinances and the Planning Document and called Rick, he said that Rick said the Planning Board had a meeting in November but there was not a quorum present.  Mayor Wallace said that he emphasized the need to get feedback.  Rick noted that the Planning Board would be holding a meeting in December and he would contact the members to see if they are still interested in being on the board.

Roads:  Jerry Rice – Councilmember Rice was not feeling well due to a fall and was not at the meeting.

RPO/TAC:  Marcia Almond – Councilmember Almond said there was not a meeting held so there was nothing new to report. 

Planning Board:  There was not a quorum present at the November meeting.

Village Safety:  Nilofer Couture – Councilmember Couture said that the patrol report noted officers patrolled 44 hours in November.  She noted that there were 46 calls to 911 in November, 16 calls from Prospect, 4 from Summit and 10 from University Inn and others within the Village, the calls for vandalism, parties, domestic disturbances and one suicide attempt.

  1. New Business: 

Proposal in support of renaming Jackson County after Chief Jackson who was a WWII Veteran and the 18th Chief of the EBCI.  – Councilmember Couture said that the Tribal Council were in support of renaming the county after Chief Jackson and that the Town of Webster and the Town of Sylva were also in support of the change and she would like for the Village to support the change.  Councilmember Yount made a motion to support the proposal to rename Jackson County after Chief Jackson, Councilmember Almond and Couture agreed, Mayor Wallace was not in agreement to approve.  Motion passed in favor of the name change.

Complaint regarding barking dog – Councilmember Couture said she received another email about the continual dog barking.  Mayor Wallace said that he would ask Attorney Fox about Ordinances regarding pets being adjusted.

Zoning Violation – Councilmember Yount said that he received an email regarding the house that formerly belonged to Ms. Prentiss, he said that the email stated the house had been turned into apartments by the new owners.  Councilmember Couture said that the house beside hers is also being occupied by multiple students.

  1. Unfinished Business:
  • Ordinance Administrator:  Mayor Wallace said that Mark Teague agreed to accept the position of Ordinance Administrator.  Mark said that he would go by the Clerk of Court to be sworn in prior to the January meeting.
  • Acoustic Panels for Assembly Hall:  Mayor Wallace said that he would have the panels installed.

   11. Adjourn:  At 8:00pm, Councilmember Almond made a motion to adjourn, Councilmember Yount seconded the motion, unanimously approved.
