Council Meeting
Tuesday April 7, 2020 – 7:00 pm

The following members of the Council were present:

Mayor Jim Wallace

Councilmember Marcia Almond

Councilmember Jerry Rice, III

Councilmember Nilofer Couture

Councilmember Ron Yount

 

The following Non-Council members were Present:

Stephanie Gibson, Clerk

Carl Hooper, Village Homeowner

Ann Melton, Jackson County Clerk of Court 

 

  1. Call to order:  at 7:00pm Mayor Wallace called the meeting to order.   
  1. Announcements:  ReminderPlease silence cell phones for meeting 
  1. Councilmember nominations to fill seat vacated by Clark Corwin:  Councilmember Couture made a motion to nominate Ron Yount to fill the vacant council seat, Councilmember Almond seconded the motion, unanimously approved.
  1. Swearing in Ceremony:  Jackson County Clerk of Court, Ann Melton, swore in Ron Yount as a new Council member for the Village. 
  1. Approval of Agenda: Councilmember Almond made a motion to approve the agenda, Councilmember Couture seconded the motion, unanimously approved. 
  1. Approval of Meeting Minutes for February 4, 2020 Regular Council Meeting and March 3, 2020 Council Minutes: (All meeting minutes are posted on the Forest Hills website once approved.) Councilmember Almond made a motion to approve the meeting minutes for February 4, and March 3, 2020, Councilmember Rice seconded the motion, unanimously approved. 
  1. Acceptance of Financial Report & Checklist for the month of February 2020 and March 2020: (All financial reports are posted on the Forest Hills website once approved.)  Councilmember Couture made a motion to reclass funds in the amount of $70.00 from Street Maintenance, Non-Powell to Website Hosting, Councilmember Yount seconded the motion, unanimously approved.  Councilmember Almond made a motion to accept the Financial reports for February and March 2020, Councilmember Couture seconded the motion, unanimously approved.

  1. Reports:   

Mayor’s Report:  Jim Wallace

 

  • Council approval of road sign order to replace no parking on roads missing sign:  Council agreed to not replace the sign for the time being since it does not appear to be an issue.

 

  • Review of BH Graning’s Contract renewal: Council would like to have the state schedule for road clearing coordinated with BH Graning.  Councilmember Almond made a motion to coordinate road clearing schedules, Councilmember Couture seconded the motion, unanimously approved. Mayor Wallace said he would speak to a DOT representative and BH Graning about coordinating schedules.

 

  • Items needed for Assembly Hall:  Mayor Wallace said there were several items that need to be purchased for the Assembly Hall for Council use, he said in order to spread attendees out, we need at least two additional tables, a trash can for the room and for each restroom, a clock, and paper towels.  Stephanie said she could order items other than sound barriers from Walmart.com and have them delivered to Mayor Wallace’s home.  He mentioned we also needed a vacuum cleaner, Councilmember Yount said he would donate a vacuum.  Mayor Wallace said that he needed to look at sound barriers, Councilmember Almond mentioned acoustic tiles.  Councilmember Rice made a motion to spend up to $1000.00 to purchase items needed for the Assembly Hall, Councilmember Almond seconded the motion, unanimously approved. 
  • Roads:  Jerry Rice – Councilmember Rice said there were no issues with roads at this time. 
    • RPO/TAC:  Marcia Almond – Meetings were cancelled.                                                        
    • Planning Board:   
  • Village Safety:  Nilofer Couture – Councilmember Couture said that the patrol report noted checks for speeding and that officers patrolled 9 times for the month.

  10.  New Business:   

  • Community assistance during the Pandemic:  Nilofer – what we can do as a community during this time of isolation?  She would like to brainstorm a few ideas to help our neighbors who are elderly or sick and at risk. Councilmember Couture created a flyer with ideas of what we as a community could do to assist others who may need assistance, she said she has had about 10 people volunteer to provide assistance as needed. 
  • Cancellation of Roadside Pickup scheduled for Saturday April 18, 2020:  Kolleen Begley said that the Roadside cleanup needed to be rescheduled due to the pandemic. 
  • Mayor Pro tem:  Councilmember Rice made a motion that Marcia be Mayor Pro tem, Councilmember Yount, seconded the motion, unanimously approved.

 

   11.  Unfinished Business: 

  • Assembly Hall Schedule/Procedure for use:  Council discussed creating a calendar and possibly posting online.
  • Assembly Hall sound resolutions:  Council discussed possible options and will review at next meeting,
  • Patrol Contract/hours:  Mayor Wallace will check with Kim Hooper about hours.

   13.  Adjourn:  At 8:25pm, Councilmember Almond made a motion to adjourn, Councilmember Yount seconded the motion, unanimously approved.
