COUNCIL WORK SESSION MINUTES
MAY 02, 2017

 

The Council Work Session for the Village of Forest Hills was held at the Jackson County Recreation Center at 6:00pm on May 02, 2017. 

The following members of the Council were present:

Mayor Kolleen Begley

Councilmember Carl Hooper

Councilmember Clark Corwin

Councilmember Debbie Rowland

The following members of Council were absent:

Councilmember Sharon Stovall

The following Non-Council members were present:

Stephanie Gibson, Clerk

  

  1. Call to order: Mayor Begley called the work session to order at 6:00 pm 

  • New signage discussion

  • Tag line decision: “A Place to Put Down Roots”

  • Long term – fabric flag signs on poles with logo and tag line 

Mayor Begley said she had reviewed signs and pricing and that Sign Werks in Sylva did have the best price for the sign, she provided the quote for the amount of $1895.00, she noted the owner, Mr. Harris requires a deposit of 50% upon acceptance of the quote.  She noted that the sign is 4’ x 8’ and 2” thick.

The Council Meeting for the Village of Forest Hills was held at the Jackson County Recreation Center at 6:30pm on May 02, 2017. 

The following members of the Council were present:

Mayor Kolleen Begley

Councilmember Carl Hooper

Councilmember Clark Corwin

Councilmember Debbie Rowland 

The following members of Council were absent:

Councilmember Sharon Stovall 

The following Non-Council members were present:

Stephanie Gibson, Clerk 

 

  1. Call to order: Mayor Begley called the meeting to order at 6:30 pm. 

  2. Announcements:

  • Reminder – please silence cell phones for meeting
  • June, July, & August Council meetings will be held at the Southwestern Commission 125 Bonnie Lane, Sylva
  • Filing period for this year’s elections will start on July 7th and end on July 21st. For more information, contact Lisa Lovedale at the Board of Elections in Sylva – 586-7531

   3.  Approval of the Agenda: Councilmember Corwin made a motion to accept the agenda; Councilmember Rowland seconded the motion, unanimously approved.

   4.  Approval of Meeting Minutes: April 04, 2017 Council Meeting: Councilmember Hooper made a motion to accept the meeting minutes; Councilmember Rowland seconded the motion, unanimously approved.

   5.  Acceptance of Financial Report & Checklist for the month of April, 2017: Stephanie Gibson - Councilmember Hooper made a motion to accept the Financial Report; Councilmember Corwin seconded the motion, unanimously approved. All financial reports are uploaded to the website.

   6.  Public Comment: None

   7.  Council review of 2017-2018 Fiscal Year Budget: Kolleen Begley (Fee Schedule & Budget Ordinance) – Mayor Begley provided handouts of the Village fee schedule and proposed budget provided by the Budget Committee for FY 17-18. Council reviewed line items of Revenue Sources and Expenditures and the Budget Summary. A Public Hearing will be held at the June 6th Council Meeting to adopt the Budget.

   8.  Reports: 

        Mayor’s Report: Kolleen Begley - Mayor Begley said that there was one ordinance violation brought to her attention during the month, a resident made a complaint about a barking dog. 

Mayor Begley shared an updated concept plan that Chris Green submitted for a development idea on his property in the Village (the old golf course.) Council reviewed and suggested that Mayor Begley invite Mr. Green and Mike Poston to the June work session for further discussion. Council agreed to extend the timeframe of the work session from 30 to 45 minutes if needed. 

        Safety & RPO Board: Carl Hooper – Councilmember Hooper said that the next RPO meeting is scheduled for May 10th. He said patrol reported only one incident. 

        Roads: Debbie Rowland (Update on parking matter on Stadium View Road, and road name sign replacements) - Councilmember Rowland reported that she contacted the D.O.T. about the Stadium View Rd. parking and maintenance complaints of potholes. She noted that the potholes had been filled and Mayor Begley said that there were white and yellow lines now marking the road and that Summit was responsible for the area past the road lines. Mayor Begley also noted that the D.O.T. reported that the shoulder is wide enough for parking that does not impede on the right of way.  Councilmember Rowland said that the road name signs are back up except the Stadium View Rd. sign.  

       Planning Board:  Clark Corwin (Update on upcoming Planning Board meeting topics) – Councilmember Corwin said that the Planning Board did not meet in April but does plan to meet on May 15th.  He said they still have a vacant seat on the board that needs to be filled.  Councilmember Corwin reported that the School of Government 12 session planning training for members, he said the cost for all sessions is $325 for a one year subscription but will check in with the potential for that fee to be waived.  Councilmember Corwin said the 1st session is free and he could introduce that at the May 15th meeting.  Council agreed that would be beneficial to provide webinar trainings.

       Website:  Stephanie Gibson (stats on website) – Stephanie shared the report from Google Analytics about the number of visits to the Village site.

       Neighborhood Watch: Sharon Stovall (discussion on reorganizing the Neighborhood Watch program for July 22 and review of post card and other avenues to inform citizens of the meeting) – Councilmember Stovall was absent.  Mayor Begley did provide a sample of the post card for the “Meet Your Neighbor” event and Councilmember Corwin made a motion to approve Mayor Begley ordering the post cards at a cost of up to $80 and have them sent to the Village PO Box for Stephanie to mail, Councilmember Rowland seconded the motion, unanimously approved.

   9.  Unfinished Business: 

Appoint new Planning Board member to fill vacant seat:  Councilmember Corwin said that he left a message for a potential member but has not heard back.  Mayor Begley suggested that the Council continue to contact potential candidates and review at the June meeting. 

2nd Annual “Meet Your Neighbor” event:  Debbie Rowland – Councilmember Rowland said that she was given approval to use the new location behind the University Inn where the Whee Market is held to hold the event.  She said that she would check on supplies and recommended that the Village pay for the meats and that a committee be formed to help organize and set-up for the event, Council agreed.  Councilmember Rowland said that she would contact residents to see about forming a committee. 

Photo Contest / Calendar idea: Clark Corwin – Councilmember Corwin suggested submitting the idea to residents during the “Meet Your Neighbor” event about getting photos from various areas of the Village, and having an information booth at the event for ideas and photos to be shared. Council will discuss further at next meeting.

  10.  New Business: 

Village Sign: Councilmember Hooper made a motion to move forward with ordering the Village entrance sign from Sign Werks, Councilmember Rowland seconded the motion, unanimously approved. Stephanie will mail a check for the deposit. 

Ordinance Violation Template:  Mayor Begley said that the template wasn’t written broad enough to be a template for the Ordinance Administrator to use for any violation, so she will revise it and run it by the attorney. 

Appoint Forest Hills rep for the Jackson County Historic Preservation Commission – Mayor Begley said that Carl Iobst is interested in remaining as the rep, Council agreed that Carl Iobst should continue as the Village rep. 

Review projected carryover amount from fiscal year end June 30, 2016 and discuss obtaining quotes for the next paving project:  Council reviewed the budget and determined that approximately $50,000 will be available for the upcoming fiscal year for paving the second phase which is the unpaved section of the loop on South Country Club Drive and repaving South Country Club Drive from there to where the state maintenance starts.  Councilmember Hooper will speak with Parker Paving about getting measurements and a ballpark quote for further Council discussion.

  11.  Adjourn: At 8:15 pm, Councilmember Hooper made a motion to adjourn; Councilmember Rowland seconded the motion, unanimously approved.
