The Work Session meeting for the Village of Forest Hills was held at the Jackson County Recreation Center at 6:00pm on September 06, 2016.
The following members of the Council were present:

- Call to Order: The meeting was called to order at 6:00pm by Mayor Begley.
- Code of Ordinances (Kristy Carter) – Mayor Begley said that Attorney Anthony Fox recommended that the Code of Ordinances be separated.
Council discussed ordinance enforcement, stressing proactive measures.
Councilmember Rowland suggested that the Sheriff’s office provide a log of activity within the Village, calls and/or citations. Mayor Begley asked the Council about inviting a representative from the Sheriff’s office to attend the next work session to address any further questions regarding enforcement of the ordinances.
Councilmember Hooper said that the Sheriff’s office recommended also discussing this with the District Attorney, he recommended inviting both the D.A. and the Sheriff to the next meeting. Mayor Begley recommended having Attorney Attorney Fox Skype in for this meeting. This work session meeting is tentatively scheduled for October 4th at 6:00pm pending the schedules of the attendees.
- Civil Citation Form (Attorney Fox & Kristy Carter) – Attorney Fox recommended that a “boiler plate” form be created for the Ordinance Administrator to issue citations.
- Towing checklist (Attorney Moore) – Attorney Moore has been asked to create a checklist for towing enforcement. The Ordinance Administrator, Ken Dickert, researched several towing companies.

- Call to order: The meeting was called to order at 6:45 pm by Mayor Kolleen Begley.
- Announcements: a) October meeting as usual, November meeting cancelled due to elections.
b) Monday October 17th is the semi-annual Jackson County governmental entities meeting, dinner at 5:30, and meeting at 6:00 pm, all councilmembers are invited.
- Approval of Agenda: Councilmember Rowland made a motion to approve the agenda; Councilmember Mau seconded the motion, unanimously approved.
- Approval of Meeting Minutes from the August 02, 2016 Council Meeting: Councilmember Corwin made a motion to approve the meeting minutes; Councilmember Rowland seconded the motion, unanimously approved.
- Acceptance of Financial Report & Checklist for the month of August, 2016: Approval of August 2016 financial report was moved to the October meeting pending revisions.

- Reports
- Mayor’s Report: Kolleen Begley - Mayor Begley said there was no new information to report; the last Mayor’s meeting was cancelled.
- Planning Board: Clark Corwin - Councilmember Corwin stated that all Planning Board members attended the last meeting. He noted that Kristy Carter named 3-4 areas that the board needed to look at. Councilmember Corwin noted that the Noise Ordinance was discussed at the meeting. Mayor Begley asked what the Planning Board needs to address at the next meeting, Councilmember Corwin said that mixed use needs to be discussed, he will check with Kristy to follow-up.
- Safety & RPO Board: Carl Hooper - Councilmember Hooper said that there was one citation issued for driving while license revoked and no insurance. RPO – he said the next meeting will be held the end of September.
- Jackson County CTP: Ron Mau – Councilmember Mau said that they are having a meeting tomorrow; he noted that Mike Poston is covering sub-committees for projects.
- Roads: Debbie Rowland – Councilmember Rowland brought an estimate of $3,210.00 to cut back brush and limbs along the right of ways on the Village roads of North Country Club and South Country Club. She noted that the contractor stated that if they cut it back now, it would not need to be done again for approximately 3 years. Councilmember Rowland said the potholes were repaired this week and that Ron Yount contacted D.O.T. and had them remove two trees.

- Village Entrance & Rebranding: Mayor Begley
Update on new logo: – Councilmember Rowland contacted Scott Clontz @ SCC to discuss ideas for a new logo/tag line for the Village, she said he was excited to begin work with the students to come up with ideas for a new sign/logo
New sign: (need to research vendors, material, shapes, sizes) – Mayor Begley said Council needs to research local vendors and discuss at upcoming meetings.
- Village Entrance: Mayor Begley discussed ideas Ben Graning and his team suggested for scaling back the landscaping to reduce ongoing maintenance costs. Council discussed ideas and requested that the first phase of brush removal and replacing the fence for the cost previously approved be done first, and then they would revisit additional stages of improvement in the future when they could better visualize what it will look like after the first phase is completed.
- New Business:
- Row tree trimming: Council approved the quote from Mike Pressley and Ed Austin to trim the trees in the right of ways on Village-maintained North Country Club and South Country Club for the quoted price of $3210.
- Trash Removal: Council noted that the apartments by the Tweedy residence may not have trash removal.
- Animal Leash Ordinance: Councilmember Rowland said that there was a Pit Bull in the neighborhood that was running loose without a leash that had acted aggressively toward her and other neighbors. Mayor Begley asked that she contact the Village Ordinance Administrator, Ken Dickert, with this information.
