COUNCIL MEETING MINUTES
VILLAGE OF FOREST HILLS
JUNE 07, 2016

 

The Council meeting for the Village of Forest Hills was held at the Jackson County Recreation Center at 6:00pm on June 07, 2016.

 

The following members of the Council were present:

Mayor Kolleen Begley

Councilmember Ron Mau

Councilmember Debbie Rowland 

Absent:  Councilmember Carl Hooper and Councilmember Clark Corwin 

The following Non-Council members were present:

Stephanie Gibson, Clerk

Jason, Sylva Herald

 

Work Session

 

  1.  Call to order:  The work session was called to order at 6:10 pm by Mayor Kolleen Begley

 

  • 2016-2017 Fee Schedules:  Mayor Begley noted that Jackson County made changes to one area on their fee schedule last year and the Village of Forest Hills fee schedule needs to be changed to reflect this.
  • University Inn:  Mayor Begley shared that there was another buyer that had the University Inn under contract instead of Mr. Banwarin, his name is Jay Patel, and she noted that he is interested in keeping the Inn for the same use but will renovate the property.

 

  1.  Adjourn:  Councilmember Mau made a motion to adjourn the work session; Councilmember Rowland seconded the motion, unanimously agreed.

 

Council Meeting
 
  1.  Call to order:  The meeting was called to order at 6:30 pm by Mayor Kolleen Begley.

 

  1.  Announcements:   1)  Reminders;  July and August regular Council Meetings will be held at the SW Commission in Sylva

                                 July 23rd is “Meet Your Neighbor Day” 5:00 to dusk behind the entrance sign on Hwy. 107

2)  Public Hearing at the Planning Board Meeting scheduled for Village ordinance text amendments:  Monday, July 11th 6:00 pm at Cullowhee Valley Elementary School (incorporating conditional zoning and district changes, change in lot size requirements, and technical corrections.)

3)  Public Hearing at Council Meeting scheduled for Village ordinance text amendments:  Monday, July 25th 6:00 pm at Cullowhee Valley Elementary School (incorporating conditional zoning and district changes, change in lot size requirements, and technical corrections.)

                                             

  1. Approval of Agenda:  Councilmember Rowland made a motion to approve the agenda; Councilmember Mau seconded the motion, unanimously approved.

 

  1. Approval of Meeting Minutes from the May 10, 2016 Council Meeting:  Councilmember Mau made a motion to approve the Council meeting minutes; Councilmember Rowland seconded the motion, unanimously approved.

 

  1. Acceptance of Financial Report & Checklist for the month of May, 2016:  Councilmember Mau made a motion to accept the Financial Report; Councilmember Rowland seconded the motion; unanimously accepted.

 

  1. Public Comment / Public Hearing:  2016-2017 Fiscal Year Budget:  Council reviewed the Budget for fiscal year 16-17, the summary and recommendations.

 

  1. Vote:  1)  Amend Minimum Fund Balance Policy:  Councilmember Mau made a motion to amend the Minimum Fund Balance Policy as presented, Councilmember Rowland seconded the motion, unanimously approved.

2)   Adopt FY 2016-2017 Fee Schedule:  Councilmember Rowland made a motion to                    adopt the FY 16-17 Fee Schedule; Councilmember Mau seconded the motion, unanimously approved.

3)  Approve FY 2016-2017 Budget:  Councilmember Mau made a motion to approve the FY 16-17 Budget; Councilmember Rowland seconded the motion, unanimously approved. (All Budget information is uploaded to the website)

 

  1.  Reports
  • Mayor’s Report:  Mayor Begley said there was nothing new to report since the last meeting.
  • Safety & RPO Board:  Carl Hooper - Councilmember Hooper was scheduled to be absent from this meeting, report will be provided at the next meeting.
  • Roads:  Debbie Rowland – Councilmember Rowland said CWS repaired the potholes.  She said she had received three road complaints; she was notified that there was a pothole on Virginia Lane, that there were six potholes between 1170 & 1296 SCC Dr., and another pothole on 919 NCC Dr.

Councilmember Rowland asks about getting a quote for Parking Paving to repair the potholes noted at the same time as the paving project on Caves Springs Rd.  Councilmember Mau made a motion to have Councilmember Hooper approve up to $1500 additional to have the potholes repaired at the same time they are paving, Councilmember Rowland seconded the motion, unanimously approved.

Councilmember Rowland said Mr. Plummer inquired about paving his driveway and she referred him to Parking Paving.

  • Jackson County CTP:  Ron Mau – Councilmember Mau said that at the last CTP meeting there was a Housing & Infrastructure Committee presentation on Health Data.  They also gave a county growth projection.
  • Planning Board:  Clark Corwin – Councilmember Corwin was absent, report will be provided at the next meeting.

 

  1. Unfinished Business:  
  • Paving Schedule:  Update - Mayor Begley said the attorney had drafted an agreement for the contractor to sign for the upcoming paving project on Cave Springs Road which will include the information from the quote including the amount of concrete and gravel quoted.  She noted that funds in the current fiscal year budget needed to be reviewed and reclassed.  Councilmember Hooper has contacted Parker Paving and they are to put the project for the Village on the calendar to be completed by June 30th.

Mayor Begley said the Council needs to make a motion to revise the 2015-2016 budget, additional funds need to be moved to Capital Outlay.

Councilmember Mau made a motion to amend the 2015-2016 budget to move an additional $61,000 to the Fund Balance Carryover line item, and to increase the Capital Outlay line item by an additional $61,000 in order to properly account for the upcoming paving projects to be completed this month, Councilmember Rowland seconded the motion, unanimously approved.

  • Meet your Neighbor Event:  Debbie Rowland update & banner cost – Councilmember Rowland provided a checklist of items needed and preparations for the “Meet your Neighbor Day” and suggested that the Village purchase a banner that could be reused to be displayed at the Village entrance to advertise the event. 

Councilmember Rowland made a motion to approve the purchase of a banner up to $45 for the community event; Councilmember Mau seconded the motion, unanimously approved.

 10.  New Business:

  • Village Entrance: Kolleen Begley (new logo, new sign, scaling back the landscaping to reduce ongoing maintenance costs as well as clean it up) – This item was moved to the July Meeting to discuss since Councilmember Hooper is absent.

12.  Adjourn:  At 7:20pm Councilmember Rowland made a motion to adjourn; Councilmember Mau seconded the motion, unanimously approved.
