- Call to order: at 7:00pm Mayor Wallace called the meeting to order.
2. Announcements:
Reminder – Please silence cell phones for meeting.
3. Approval of Agenda: Councilmember Yount made a motion to approve the agenda, Councilmember Almond seconded the motion, unanimously approved.
4. Approval of Meeting Minutes for February 07, 2023, Regular Council Meeting:(All meeting minutes are posted on the Forest Hills website once approved.) Councilmember Almond made a motion to approve the meeting minutes for February 07, 2023, Councilmember Shields seconded the motion, unanimously approved.
5. Acceptance of Financial Report & Checklist for the month of January 2023: (All financial reports are posted on the Forest Hills website once approved.) Councilmember Yount made a motion to accept the financial report, Councilmember Shields seconded the motion, unanimously approved.
6. Public Comments: None
7. Reports:
Mayor’s Report: Jim Wallace – Mayor Wallace shared that he will ask Attorney Fox about the Village having roads widened and then potentially have funds from grants to pay for paving.
Mayor Wallace mentioned having evergreens planted on the left of the entrance to create a buffer and landscape the area and would like to get a quote from BH Graning. Councilmember Almond made a motion to get a quote from Graning to plant evergreens in that space, Councilmember Yount seconded the motion, unanimously approved.
Roads: Ron Yount – Councilmember Yount said the roads look good. He noted there is the area of asphalt that still needs to be patched by CWS, it will probably be spring before they are able to patch.
RPO/TAC: Marcia Almond – Councilmember Almond said there has not been a meeting since the last Council meeting. She shared that Greta Worley who is over HERE, the homeless program agreed to speak at the next council meeting and asked that council members compose questions they may have for the April meeting.
Planning Board: Planning Board Chair Tim Eckard thanked the Council for appointing him Chair of the Planning Board and said he would contact the other three members, Leroy and Amber Quick and Larry Ingersoll, to schedule a meeting. He asked about a member from the ETJ, Council members will see if they know anyone who may be interested. Council said that they would like the Planning Board to work on STR Ordinances.
Village Safety: Nilofer Couture was absent, but she sent the report to Stephanie who shared that the village was patrolled a total of 42 hrs. for the month. No 911 report was received. Several Council members noted that they had heard gun shots on more than one occasion.
- New Business:
Council Compensation: Councilmember Almond discussed having compensation under $600/yr. To be discussed at the next meeting.
- Unfinished Business:
- VFH update on Dillard Parcels Property Purchase: Mayor Wallace said the contract has been signed by the Village but not by the Dillard’s, he spoke with the Attorney and the closing is set for 3-29.
- Update on Prospect Commercial Space: Mayor Wallace said there was nothing new to report.
10. Adjourn: At 9:00pm, Councilmember Shields made a motion to adjourn, Councilmember Almond seconded the motion, unanimously approved.
