Council Meeting
1. Call to order: at 6:00 pm Mayor Begley called the meeting to order.
2. Announcements:

January’s monthly Council meeting will be held January 8th

Home & Personal Safety Forum will be held January 15th 6p – 7:30p in the meeting room of the Jackson County Rec Center.
3. Approval of Agenda – Councilmember Corwin made a motion to approve the agenda, Councilmember Michelsen seconded the motion, unanimously approved.
4. Approval of Meeting Minutes – November 6, 2018 Regular Council Meeting: Councilmember Michelsen made a motion to approve the minutes; Councilmember Corwin seconded the motion, unanimously approved.
5. Acceptance of Financial Report & Checklist for the month of November 2018: Stephanie Gibson provided copies of the Financial Report for the Council’s review. Councilmember Corwin made a motion to accept the financial report; Councilmember Michelsen seconded the motion, unanimously approved.
6. Public Comment/Public Hearing: Amendment to VMU-CZ (Village Mixed Use District Ordinance) to address itinerant/mobile vendors. Mayor Begley opened the Public Hearing, no public was present, Public Hearing was closed.
7. VOTE: Amendment to VMU-CZ (Village Mixed Use District Ordinance) Councilmember Corwin made a motion to accept the amendment to VMU-CZ to allow Itinerant/mobile vendors in the Village as defined in the amendment Councilmember Michelsen seconded the motion, unanimously approved.
8. Home & Personal Safety Forum (January 15, 2019) update: Diane Martinez provided an update on the Home & Personal Safety Forum to be held in January, she noted that she had been in contact with several potential speakers including, Patsy Davis with Mountain Projects, Sgt. Hollifield with the Sherriff’s Dept., and Ashley Hill with the Cloverleaf Development Group. Councilmembers suggested that maybe Lt. Rollie James with the Sherriff’s Office could also speak and provide recommendations for Village safety and that possibly someone from Vaya Health could speak on the opioid crisis. Council noted that there would need to be a time limit for each speaker.
Mayor Begley provided a sample of the postcard to be sent to residents. Diane said that she would contact all potential speakers again to confirm their availability and add any additional speakers and send Mayor Begley the information so that she can order the post cards and have them sent to Stephanie to be mailed as soon as possible.
9. Reports:
Mayor’s Report: (meetings, ordinance violations) Mayor Begley made mention of one ordinance violation repeatedly reported relating to noise and nuisance of loose dogs and that the Ordinance Administrator had already sent a warning letter of the ordinance violations to the property owner and has now sent another letter with a fee assessed. Mayor Begley noted that the resident has been in contact with the Ordinance Administrator on a solution.
Roads: Councilmember Rice was absent.
RPO/TAC: Councilmember Michelsen said that the next Jackson County Planning organization and transportation advisory council (TAC) meeting is scheduled for January.
Planning Board: Councilmember Corwin said that the Planning Board will be reviewing and working on the tasks presented by J.M. Teague Engineering & Planning.
Village Safety: Councilmember Brooks noted that the patrol hours were increased and there were no traffic citations on the patrol report and noted that he did not receive the requested 911 report.
10. Unfinished Business:
Road name signage: Mayor Begley (Installation of new SCC/NCC road name signage and old signage removal, leaf pickup) Mayor Begley noted that the new road signage was installed and that the old Village sign on the corner of NCC & SCC will be removed. Council discussed culver cleaning and leaf pickup and checking on costs.
11. New Business:
Grant Application (Jackson County): Mayor Begley shared that Jackson County has a Municipal Grant Program to assist municipalities with projects that will benefit not only the citizens of the municipality, but all the citizens of Jackson County. She noted that individual grant requests are limited to a maximum of $5,000 per municipality. Council discussed potential projects that could qualify for the grant and if they could have a recommendation for the application to be submitted by the deadline of January 4, 2019. Council agreed to submit an application to create space for a mobile vendor platform area in the Cloverleaf VMU – CZ Village Mixed Use District – Conditional Zoning.
