Planning Board Minutes
April 21, 2003
Present: Sally James, Herman Lieberman, Joe Roman, David Shapiro, Gene Tweedy.
Gene called the meeting to order at 7:00 p.m. He indicated that before his recent trip to VA, he followed up on the following tasks: Distributed the “Proposed Amendments to be Incorporated Into the Zoning Ordinance Document” to Jim Davis for reading and consultation with the village attorney; inquired as to progress regarding development of signage within the community; investigated installing a guardrail or otherwise preventing motorists from driving across the dirt area at the corner of 107 and North Country Club Drive (to hasten across the intersection which is not controlled by a short traffic light). Gene indicated that he has not received an update about any progress toward establishing a golf course.
The PB members discussed a variety of community issues: shooting, noise, security and law enforcement, litter, speeding, traffic patterns, parking, signage. Joe suggested that we design a vision statement for our community as an outgrowth of the zoning ordinance and aerial photos and maps. With that in hand, he suggested that we distribute a survey within the community to establish relative needs as perceived by the community. The vision would motivate sharing the results with community members who violate public safety and community welfare. The purpose of such communication would be to approach our neighbors as neighbors, to appeal for community consideration.
Gene expressed a desire not to continue in the role of Chairman of the PB after this May. He is willing to continue to serve the PB, and is willing to serve as Vice Chairman if requested. Gene recommends that the next Chairman have the necessary expertise in planning and community development and governance. Gene indicated that John Adams intends to return as Chairman as of May, having been absent for about a 6-month period. The PB discussed the number of absences that should be tolerated before a PB seat is declared vacant.
Issues of communication between the PB and Village Council were discussed. Joe suggested that one or two members of the PB meet with the Council during the Council’s regular meetings to facilitate communication. The PB members suggested that the village attorney could be more involved in developing ordinances and related documentation.
Gene dismissed the meeting at 8:50 p.m.
