Village of Forest Hills Council Meeting Minutes
Tuesday, July 07, 2026 – 7:40 pm

The following members of the Council were present:
Mayor Ron Mau
Councilmember Daniel Shields

The following non-Council members were Present:

Jay Coward, Village Attorney
1. Call to order: At 7:40 pm, Mayor Mau called the meeting to order.
2. Announcements: Reminder – Please silence cell phones for the meeting.
3. Approval of Agenda: Councilmember Shields made a motion to approve the agenda; Councilmember Ingersoll seconded the motion, unanimously approved.
4. Approval of Meeting Minutes for June 02, 2026, Regular Council Meeting: (All meeting minutes are posted on the Forest Hills website once approved.) Councilmember Bollinger made a motion to approve the meeting minutes for June 02, 2026. Councilmember Couture seconded the motion, unanimously approved.
5. Acceptance of Financial Report & Checklist for June 2026: (All financial reports are posted on the Forest Hills website once approved.) The June financial report was not available due to a file format issue with the attachment. Stephanie will email the report to the Mayor and Council, and the Financial Reports for June and July 2026 will be reviewed at the August meeting.
· June Balances:
o North Carolina class account: $216,112.43
o United Community Business checking account: $74,254.18
o Total assets: $290, 366.61
Maintenance Contract: Stephanie noted that Robbie’s road maintenance invoice was over-budgeted funds by approximately $4,000.
A recent $4,510 bill for prior fiscal year work, combined with an earlier $10,000 bill, caused overage.
The group discussed using contingency funds to cover the payment.
Robbie consistently submits bills late (intended to be quarterly), creating budgeting and audit issues.
Council proposed a new
contract with Robbie for the new fiscal year, including an automatic monthly
retainer to ensure timely payments and cleaner bookkeeping. Circulate the
current contract for review.
6. Administrative Reports
- Mayor Mau shared that he attended the Southwestern Commission meeting and that regional project prioritization is underway. Jackson County’s top two projects remain unchanged from last year. No new projects are near the village. An invitation to the Southwestern Commission’s annual event on Monday, July 27, was noted. An email with RSVP details will be sent to those who did not receive an invitation.
· Roads and Ordinance Enforcement
Councilmember Ingersoll noted the following complaints:
An ivy overgrowth complaint at 164 South Country Club was resolved after contacting the owner.
A letter, including the leash law, was sent to a resident at 209 Cox Farm Road regarding a dog off leash.
Complaints about junk under the carport at 42 South Country Club were received; no letter has been sent yet.
Sale of cabins at 1480 and 1482 South Country Club, advertised as short-term rentals, noted as a potential issue.
Multiple abandoned cars without license plates reported on Stadium View Road.
A downed tree on North Country Club was handled by Robbie; another tree on South Country Club was also addressed.
Debris and gravel on North Country Club near the water tower after heavy rain were reported; Otis’s crew cleaned the culverts to resolve the issue

Council made a motion to go into closed session.
No action was taken in closed session.
Council motioned to go back into open session.
8. Adjournment: Motion to adjourn by Councilmember Shields at 8:40 pm.
