Village of Forest Hills Council Meeting

1. Call to order: At 7:35 pm, Mayor Mau called the meeting to order.
2. Announcements: Reminder – Please silence cell phones for the meeting.
3. Approval of Agenda: Councilmember Shields made a motion to approve the agenda; Councilmember Ingersoll seconded the motion, unanimously approved.
4. Approval of Meeting Minutes for May 05, 2026, Regular Council Meeting: (All meeting minutes are posted on the Forest Hills website once approved.) Councilmember Bollinger made a motion to approve the meeting minutes for May 05, 2026. Councilmember Couture seconded the motion, unanimously approved.
5. Acceptance of Financial Report & Checklist for May 2026: (All financial reports are posted on the Forest Hills website once approved.) Councilmember Shields made a motion to approve the Financial Report for May 2026; Councilmember Ingersoll seconded the motion, unanimously approved.

o United Community Business checking account: $78,352.34
o Total assets: $293, 811.86
o May revenues: $6,225.83 (from ad valorem, sales tax, and interest)
o May expenditures: $3,586.09 (utilities, salaries, Village maintenance fees, patrol, and roadside clearing in Cave Springs Rd.).
Stephanie submitted a Budget Amendment to reclass funds from the Attorney line item to Village Maintenance; we moved seven thousand four hundred dollars from attorney fees, and from Police patrol, we reduced that line by two thousand dollars. We increased the general operating and street maintenance non-Powell to bring those in line by four thousand five hundred dollars. The website hosting company increased by twenty four hundred dollars since we were billed two periods, and the office administrative line items we increased by twenty-five hundred dollars. Everything is now in line and hopefully should be through this fiscal year.
Councilmember Couture made a motion to approve the budget amendment; Councilmember Ingersoll seconded the motion, unanimously approved.
6. Administrative Reports
Mayor Mau shared that he attended the RPO/TAC meeting and there was nothing new to report.
Roads and Ordinance Enforcement
Councilmember Ingersoll noted that The Sky at Cullowhee removed the abandoned red truck and that they would remove the mailboxes that are broken, as now all mailboxes are located inside the main building. They also shared that the motel is being sold to a group from Raleigh.
Councilmember Ingersoll said that he spoke with Garrett Higdon with NCDOT, and he said that this summer, they plan to pave and restripe South Country Club Drive. He asked if they do asphalt? Mr. Higdon said no, we do the ASP, which is like recycled materials and steel with asphalt. He says it lasts longer and doesn't crack. He said that they go from the beginning to the end of South Country Club.
He wasn’t sure when they are going to come here; he said by September twenty-first. Councilmember Ingersoll asked about widening of that first ninety-degree turn at Lower SCC Dr. Mr. Higdon said he first thought maybe they could do it, but he researched it, and he said he thinks we're going to have to have an easement from that landowner before we could do anything about the curve.
Councilmember Ingersoll said that he is still waiting on an estimate from Aaron Jones for paving.
Mayor Mau answered a complaint from the ETJ area about tall grass, and we determined that we could not enforce it since they were outside the village borders.
Ordinance Update:
A complaint was received about 42 South Country Club due to the tall grass and outside clutter. We did send him a certified letter. He mowed his lawn; he didn't move the boat, but he did mow the lawn. Grass is growing again.
Councilmember Ingersoll talked to the realtors about short-term rentals? He said that he hasn’t talked to the newest listing on Poppy Lane, but he has talked to all the other realtors.
Councilmember Ingersoll said that he did talk to the engineer, Victor Lofquist, about getting a new Map for the Powell Bill. He said he has to do it on July second. He said he wasn't aware of any changes to the map. I'm not aware of anything either. If anyone knows of any changes needed, please let me know.
Safety and Patrol Coverage
Councilmember Couture said that there were 21 911 calls in April, mainly from Prospect and The Summit. There were 10 911 calls in May, mainly from Prospect and The Summit. Officer Ashe worked fifteen hours in March, and Jared worked three hours in April.
Planning Board
The Planning Board met in May, and they will begin with the first phase of services to work towards a Future Land Use Plan.
7. Public Hearing: Public hearing was opened. No public was present; the public hearing was closed.
8. Public Comment: None
9. Budget and Budget Ordinance:
Mayor Mau said he doesn’t think he needs to read it since Council has a copy; be it ordained the governing board of the Village of Forest Hills has our budget. This is the same as everything that was presented to you last time. I have included the Schedule of Fees as well.
Mayor Mau shared the draft budget ordinance and budget for fiscal year 2026-2027 and asked if there were any questions.
Councilmember Ingersoll made a motion to accept the budget and budget ordinance as submitted for fiscal year 2026-2027; Councilmember Shields seconded the motion, unanimously approved.
